Phase 1 - Plan

Overview

This phase brings everyone into alignment and sets the project up for sucess. We confirm the design and project goals, complete final feasibility checks, and lock down risk, scope, and commercial positions.

We also set up the project structure and brief. The phase ends with contract award and director approval.

Key Outcomes

Agreed scope, feasibility, and risk profile 

Completed tender process and contractor selection 

Final commercial terms and contract in place 

Project governance established (RFI, risk register, prelims, CSA, subcontract review) 

Director sign-off and readiness to mobilise 

Key Activities

  • Align client and stakeholders on design, goals, and KPIs 

  • Complete final site and feasibility checks 

  • Prepare and submit tender returns 

  • Manage tender queries and clarifications 

  • Evaluate bids (cost, programme, experience, methodology, H&S) 

  • Set up and maintain the RFI register 

  • Review and update the risk register 

  • Mobilise the project team 

  • Negotiate final scope, costs, and terms 

  • Award the contract and formalise appointment 

  • Confirm bond or guarantee requirements
